Works to redevelop areas within Pembroke Port and create new opportunities for Pembrokeshire communities have begun. Part of the £60 million Pembroke Dock Marine project, the redevelopment will create a world-class energy and engineering centre of excellence and act as a focal point for capturing the economic value from wind, wave and tidal renewable energy projects.
The first phase of works is the renovation of the four Grade II listed Hangar Annexes attached to the historic Sunderland Hangars at Pembroke Port to create flexible modern workspaces and a workshop. The contractor R&M Williams is now on site and expected to complete the project by November 2022.
Additional works to extend the Port’s laydown and fabrication spaces, enlarge a slipway to provide more flexibility in transferring large structures from land to sea, and install a new workboat pontoon are expected to start next year.
The Pembroke Dock Marine project, which is part of the £1.3bn Swansea Bay City Deal, is a once in a generation opportunity to regenerate the town of Pembroke Dock and the wider community by creating the facilities and infrastructure needed to support the growing marine renewables industry. Around 1,800 high skill, year round jobs are expected to be created as a result of the entire Pembroke Dock Marine project benefitting not only the workforce of today, but also future generations who will have access to high quality career opportunities on their doorstep.

Crucially, Pembroke Dock Marine is a significant first step to unlocking further interest and investment in Pembrokeshire aligned to the Floating Offshore Wind opportunity in the Celtic Sea. With further investment and growth, the region’s supply chain could benefit substantially from the £682m opportunities and 3,000 jobs associated with Floating Offshore Wind identified by Offshore Renewable Energy Catapult.”
Pembroke Dock Town Councillor and Deputy Mayor, Joshua Beynon, said “This huge piece of development in our town is a fantastic opportunity to provide green jobs and employment for residents across Pembroke Dock and Pembrokeshire. Our town needs this investment to make it a 21st century area that is ready to tackle the issues of today and tomorrow and reach our climate change commitments.”
Pembroke Dock Marine is funded by the Swansea Bay City Deal, the European Regional Development Fund through the Welsh Government, and through private investment.

Port of Milford Haven
The Port of Milford Haven is the UK’s top energy port and Wales’ busiest port handling around 20% of Britain’s seaborne trade in oil and gas. It is widely recognised in the industry as the energy capital of the UK.
The Port, along with the cluster of energy-related businesses along the Waterway, is a key driver of economic activity in Pembrokeshire, attracting inward investment and supporting over 4,000 jobs.
The Port of Milford Haven also owns and operates Pembroke Port and Milford Dock. Activities such as cargo handling, ferry operations, fish landing and cruise calls as well as a first class marina are spread across these two sites.
One of the most prominent on the West Coast, the Port is in the heart of the Pembrokeshire Coast National Park, the only Coastal National Park in Great Britain. It is marked as a Special Area of Conservation (SAC) and has many areas designated as Sites of Special Scientific Interest (SSSI).
The Port of Milford Haven is a trust port – an independent, commercially run organisation that has statutory responsibilities governed by its Acts, to maintain and improve navigation and the provision of Port and Harbour services and facilities. Additionally, the Port provides significant financial and in-kind support to a wide variety of local causes. All profits are retained within the business to fund these objectives.
Pembroke Dock Marine
Pembroke Dock Marine will be a world-class marine energy and engineering centre of excellence for design, test, build and deployment of marine energy devices, with potential for use by other industries. It will expand upon the region’s established facilities and extensive skill base to maximise operational efficiency and increase innovation to drive down the cost of marine energy – an industry projected to be worth £76bn by 2050.
The project will embed a new, clean industry into the region creating jobs and skills development for today’s, and future generations.
It includes four principal elements:
- Marine Energy and Engineering Centre of Excellence – a knowledge and innovation centre. This will be developed by ORE Catapult.
- Pembroke Dock Infrastructure – development of industry-ready fabrication and deployment infrastructure. This will be developed in Pembroke Port by the Port of Milford Haven.
- Marine Energy Test Area - consented test areas on the waterway for components and scaled devices. To be delivered in key waterway sites by Marine Energy Wales.
- Pembrokeshire Demonstration Zone - consenting of the 90km2 leased site for commercial deployment of 180MW capacity for full scale wave and floating wind energy arrays. This will be delivered by Celtic Sea Power.
The Port of Milford Haven is responsible for the delivery of changes to infrastructure at Pembroke Port. This will ensure developers can maximise operational efficiency and benefit from enhanced land to sea interface enabling the industry to fully mature onsite. The works include:
- demolition of some existing structures in Gate 4 to create open laydown areas
- the construction of a supersize slipway
- new workboat berthing
- development of some of the Port’s heritage buildings into office spaces
- construction of a light assembly and maintenance building.
Swansea Bay City Deal
The Swansea Bay City Deal is a £1.3 billion investment in a portfolio of major programmes and projects across the Swansea Bay City Region. Funded by the UK Government, the Welsh Government, the public sector and the private sector, the Swansea Bay City Deal is being led by Carmarthenshire County Council, Neath Port Talbot Council, Pembrokeshire Council and Swansea Council, in partnership with Swansea University, the University of Wales Trinity Saint David, Swansea Bay University Health Board and Hywel Dda University Health Board.

Dechrau’r gwaith ar ailddatblygu Porthladd Penfro er mwyn harneisio cyfleoedd sy’n deillio o ynni adnewyddadwy
Mae’r gwaith wedi dechrau i ailddatblygu ardaloedd o fewn Porthladd Penfro i greu cyfleoedd newydd ar gyfer cymunedau Sir Benfro. Yn rhan o brosiect Ardal Forol Doc Penfro, bydd yr ailddatblygu’n creu canolfan ragoriaeth ynni a pheirianneg gyda’r gorau yn y byd ac yn gweithredu fel canolbwynt ar gyfer casglu gwerth economaidd prosiectau ynni adnewyddadwy gwynt, tonnau a llanw.
Cam cyntaf y gwaith yw adnewyddu ein rhandy sied awyrennau rhestredig Gradd II sydd ynghlwm wrth Siediau Awyrennau Sunderland ym Mhorthladd Penfro i greu mannau gwaith modern hyblyg a gweithdy. Mae’r contractwr R&M Williams ar y safle nawr a disgwylir i’r prosiect gael ei gwblhau erbyn mis Tachwedd 2022.
Disgwylir i waith ymestyn gofodau gorwedd a chynhyrchu’r Porthladd, ehangu llithrfa i roi mwy o hyblygrwydd wrth symud strwythurau mawr o’r tir i’r môr, a gosod pontŵn cychod gwaith newydd ddechrau’r flwyddyn nesaf.
Mae prosiect Ardal Forol Doc Penfro, sy’n rhan o Fargen Ddinesig Bae Abertawe gwerth £1.3 biliwn, yn gyfle unwaith mewn cenhedlaeth i adfywio tref Doc Penfro a’r gymuned ehangach drwy greu’r cyfleusterau a’r seilwaith sydd eu hangen i gefnogi’r diwydiant ynni adnewyddadwy morol sy’n cynyddu mewn maint. Disgwylir i oddeutu 1,800 o swyddi sgiliau uchel gydol y flwyddyn gael eu creu yn sgil holl brosiect Ardal Forol Doc Penfro a fydd o fudd nid yn unig i weithlu heddiw, ond hefyd i genedlaethau’r dyfodol a fydd â chyfleoedd gyrfa o ansawdd uchel ar eu rhiniog.

Porthladd Aberdaugleddau yw porthladd ynni mwyaf y DU a phorthladd prysuraf Cymru ac mae’n ymdrin ag oddeutu 20% o fasnach Prydain mewn olew a nwy a gludir ar fôr. Mae’n cael ei gydnabod yn eang yn y diwydiant fel prifddinas ynni’r DU.
Mae’r Porthladd, ynghyd â chlwstwr o fusnesau cysylltiedig ag ynni ar hyd y Ddyfrffordd, yn allweddol wrth sbarduno gweithgarwch economaidd yn Sir Benfro, gan ddenu buddsoddiad tuag at i mewn a chefnogi dros 4,000 o swyddi.
Mae Porthladd Aberdaugleddau hefyd yn berchen ar ac yn gweithredu Porthladd Penfro a Doc Aberdaugleddau. Mae gweithgareddau fel trafod llwythi, gweithrediadau llongau fferi, glanio pysgod ac ymweliadau llongau mordeithio ynghyd â marina o’r radd flaenaf wedi eu gwasgaru ledled y ddau safle.
Mae’r Porthladd, sydd yng nghalon unig barc Cenedlaethol Arfordirol Prydain, Parc Cenedlaethol Arfordir Penfro, yn un o’r rhai mwyaf amlwg ar Arfordir y Gorllewin. Fe’i nodir fel Ardal Cadwraeth Arbennig ac mae sawl ardal wedi’u dynodi fel Safleoedd o Ddiddordeb Gwyddonol Arbennig.
Mae Porthladd Aberdaugleddau yn borthladd ymddiriedolaeth - sef sefydliad annibynnol sy’n cael ei redeg yn fasnachol gyda chyfrifoldebau statudol a lywodraethir gan ei Ddeddfau, i gynnal a gwella morlywio a darpariaeth gwasanaethau Porthladd a Harbwr a chyfleusterau. Hefyd, mae’r Porthladd yn darparu cymorth ariannol a chymorth mewn nwyddau sylweddol i ystod eang o achosion lleol. Mae’r holl elw yn cael ei gadw o fewn y busnes i gyllido’r amcanion hyn.
Prosiect Ardal Forol Doc Penfro
Bydd prosiect Ardal Forol Doc Penfro yn ganolfan ragoriaeth peirianneg ac ynni’r môr o safon fyd-eang ar gyfer cynllunio, profi, adeiladu a defnyddio dyfeisiau ynni’r môr, gyda’r potensial i ddiwydiannau eraill eu defnyddio. Bydd yn ehangu’r cyfleusterau a’r sylfaen sgiliau eang sydd eisoes yn y rhanbarth i sicrhau’r effeithlonrwydd gweithredol mwyaf posibl a chynyddu arloesedd i ostwng cost ynni’r môr - diwydiant yr amcangyfrifir ei fod werth £76 biliwn erbyn 2050.
Bydd y prosiect yn ymwreiddio diwydiant glân, newydd yn y rhanbarth gan greu swyddi a datblygu sgiliau ar gyfer cenedlaethau heddiw ac yfory.
Mae’n cynnwys pedwar prif egwyddor:
- Canolfan Ragoriaeth Peirianneg ac Ynni’r Môr – canolfan wybodaeth ac arloesi. Bydd hon yn cael ei datblygu gan ORE Catapult.
- Seilwaith Doc Penfro – datblygu seilwaith cynhyrchu a defnyddio sy’n barod i ddiwydiant. Bydd yn cael ei ddatblygu ym Mhorthladd Penfro gan Borthladd Aberdaugleddau.
- Ardal Profi Ynni’r Môr – ardaloedd profion wedi’u cydsynio ar y ddyfrffordd ar gyfer cydrannau a dyfeisiau graddedig. I’w ddarparu yn y safleoedd dyfrffyrdd allweddol gan Ynni Môr Cymru.
- Parth Arddangos Sir Benfro - cydsynio’r safle prydlesu 90km2 ar gyfer datblygiad masnachol capasiti 180MW ar gyfer aráe ynni gwynt a thonnau arnofiol graddfa lawn.
Mae Porthladd Aberhonddu yn gyfrifol am gyflawni newidiadau i seilwaith yn Noc Penfro. Bydd hyn yn sicrhau y gall datblygwyr sicrhau’r effeithlonrwydd gweithredol mwyaf ac elwa ar ryngwyneb tir i’r môr gwell a fydd yn galluogi’r diwydiant i aeddfedu’n llawn ar y safle. Mae’r gwaith yn cynnwys:
- dymchwel rhai strwythurau presennol yng Nghlwyd 4 i greu ardaloedd gorwedd agored
- adeiladu llithrfa enfawr
- safle newydd i ddocio cychod gwaith
- datblygu rhai o adeiladau treftadaeth y Porthladd yn ofodau swyddfa
- adeiladu adeilad ymgynnull a chynnal a chadw ysgafn.
Bargen Ddinesig Bae Abertawe
Mae Bargen Ddinesig Bae Abertawe yn fuddsoddiad £1.3 biliwn mewn portffolio o raglenni a phrosiectau pwysig ledled Rhanbarth Dinesig Bae Abertawe.
